They are dressing up the goddess. The saree they have chosen for her is yellow. The same colour as the ones all the women (there are three of them behind the purdah) will wear once the goddess is dressed and ready for the people to see. Unlike the now masculine Ganesha on the street, the goddess is a friendly person, despite the lion behind her roaring and you see the same love in the eyes of the women who are dressing her up that you see in the eyes of a mother or favourite aunt when they dress up a bride.
