Purdah System in Mumbai Desi Bars.
Is it a fig leaf that allows the people inside to see what's happening outside, while shielding them from their eyes? I have no idea, but the curtains outside Desi Bars ans sometimes lottery centres are usually the same across Mumbai and the suburbs and they are rarely washed.
